Financial Services Manager

The City of Yakima needs an experienced and proficient Manager to oversee the public financial management work of the City including accounting, budgeting and auditing. This position is a working manager in the Financial Services Division. Qualified candidates will have a BA in Accounting, Finance, Economics or related field Plus 5 plus years finance or accounting experience including 2 years as a supervisor. Possession of professional accounting and financial certification(s) preferred.
Essential Functions:
Manages Financial Services Division operations: sets division goals and objectives in order to achieve department and City mission(s); has a primary role in developing the annual budget for Council consideration; tracks, analyzes and forecasts operating and financial results; analyzes operations to improve operational effectiveness.
Supervises and participates in the work of the division, providing guidance and direction to subordinate staff. Oversees and reviews the work of division; hires, trains, and develops staff providing professional leadership and ongoing development opportunities to staff; evaluates individual performance including taking or recommending disciplinary action as necessary. Provides assistance to staff in resolving difficult or unusual situations and problems. Responsible for performance of subordinates; ensures compliance with all applicable laws, State and Federal regulations, City ordinances, policies, procedures and sound financial practices.
Accounting & Treasury Responsibilities: Responsible for a variety of financial duties including but not limited to:
- Designs, modifies and implements manual and/or automated accounting systems and procedures;
- Estimates revenues, cash balances, cash flows, and computes property tax levies and verifies against preliminary projections from departments;
- Oversees preparation of the Comprehensive Annual Financial Report (CAFR);
- Reviews and interprets financial gains and losses; maintains balance sheets; manages and reports on status of City cash and investment accounts;
- Maintains debt records; provides information to debt advisors; accounts for defeasances; and performs other debt oversight functions;
- Prepares various reports and statements required by Federal and State agencies and those needed by City departments; compiles information for reports on matters such as revenue sharing, debt service funds and other related accounts; prepares special reports for the Bureau of the Census which include such information as expenditures, revenues, debt service and payroll frequencies;
- Oversees and prepares audit materials; works with staff and auditors to ensure City compliance; ensures issues are addressed and resolved;
- Maintains general ledger of City funds;
Budget Responsibilities: Responsible for the preparation, submission and administration of the Annual Financial Budget, including but not limited to;
- Oversees and participates in the preparation of the City budget; supervises assembly and printing; submits and may present
- Prepares periodic fiscal and financial reports and updates for departments and/or divisions; analyzes trends and proactively addresses issues
- Manages amendments to specific budget and mid-year amendments
- Oversees, coordinates, and administers Enterprise funds and General Fund
- Manages financial aspects of the City's Capital Improvement Plan
- Develops financial management strategies for mid and long term goals
Ensures the administration of timely and accurate payroll functions including but not limited to: organizing, maintaining and processing the payroll for the City of Yakima employees. Oversees the reconciliation of all salary, wage and benefit components ensuring complete accuracy for all internal and external reporting.
Reviews grant applications and associated accounting documents; performs audits of facilities such as the Southeast Community Center and the Yakima Convention Center as necessary.
Communicates regularly, effectively and efficiently with Director of Finance and Budget, Assistant City Manager and/or City Manager regarding the City's financial status. Present information to the City Council City employees, and other groups as required. Attends City Council or other management meetings as necessary.
Contributes to the effective administration of City government by fostering an attitude among staff that encourages cooperation and coordination of efforts and efficient use of resources. Provides continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service.
May act as Department Head in the absence of the Director.
Performs related work as required.
